Road Tax Isn't a 'Tax' — It's Your Motor Vehicle Licence

Many people call it “road tax” and treat it the way they treat income tax or sales tax — pay it, done, don’t think about it again until next year. But its official name at JPJ is the Motor Vehicle Licence (LKM): a kind of licence, not a tax. This distinction is not just a matter of terminology. It explains why there is a strict time window for renewing it, and why a vehicle that has gone too long without an LKM cannot simply “pay and be done.”

What “road tax” actually is

In recent years, JPJ has also introduced e-LKM — a digital LKM record that is stored and can be displayed directly through the MyJPJ app, alongside the printed format which can still be chosen at renewal.

When it can be renewed — and for how long

Per JPJ’s official guidelines, the LKM can only be renewed within the two-month period before its expiry date — not earlier. For private vehicles, the permitted renewal period is either 6 months or 1 year.

Commercial vehicles have different period rules, since they are often subject to additional permits and inspection schedules.

If it lapses for too long

There is no official limit on how long a vehicle can “rest” without an LKM before it is considered a technical issue — but JPJ sets one clear condition: if the LKM has not been renewed for more than three years, the vehicle must be brought in for inspection at Puspakom to obtain a B2 report (or a PG10 inspection specifically for individually-owned motorcycles). Only after that report has been obtained can the owner or their representative go to a JPJ office with the original registration documents and sufficient payment to proceed with renewal.

This means a vehicle left idle for years cannot simply be renewed online — it must go through a physical inspection first.

Common mistakes

• Trying to renew more than two months early. JPJ’s system will reject the application until it falls within that two-month window.
• Assuming you can just pay online after it has lapsed for years. Once it passes three years, the Puspakom/PG10 step is mandatory first — this is not optional.
• Letting insurance lapse without noticing. Without valid insurance, the LKM renewal application will be blocked even if payment is ready.
