SSM and Malaysian Business Jargon, Decoded

Half the confusion in Malaysian company administration is vocabulary. Two registers with similar acronyms, four portals with unrelated names, and a set of form numbers that everyone still uses years after the forms were repealed.

Here is the decoder.

The institution

SSM — Suruhanjaya Syarikat Malaysia, the Companies Commission of Malaysia. The registrar for both businesses and companies, established under the Companies Commission of Malaysia Act 2001. That Act matters beyond the name: s.20G of it is the provision under which SSM licenses company secretaries.

The Registrar — the office, not a person you meet. Most duties in the Companies Act 2016 are owed to “the Registrar”.

The two registers

This is the distinction that causes the most trouble, because the two are not different tiers of the same thing. They are different statutes.

A sole proprietorship is an ROB registration. It is not “a company”, and the difference is liability, not formality.

The portals

MyCoID — the ROC portal. Company name search, incorporation applications and company filings.

EzBiz — the ROB portal. New registration, changes, renewal and termination of a business registration.

MBRS — the Malaysian Business Reporting System, SSM’s structured digital lodgement platform for financial statements, annual returns and related submissions. When a company secretary refers to submitting “through MBRS”, this is what they mean.

e-Info / SSM e-Info Services — SSM’s paid information service. This is where you buy a company profile, a corporate search or director-involvement information. The ROC Table of Fees lists RM10 for an electronic corporate profile copy, RM20 for company information supplied electronically, RM50 for shareholder or director involvement information, and RM10 to inspect a register or obtain a document copy.

MyLLP — the portal for limited liability partnerships under the LLP Act 2012.

The licensing portals — two different things

These are frequently conflated because they overlap in purpose.

BLESS — Business Licensing Electronic Support System, at portal.bless.gov.my. A federal one-stop system for applying for, tracking and obtaining licences, approvals and permits from participating agencies. Company details are drawn from SSM rather than re-entered.

MalaysiaBiz — at malaysiabiz.gov.my, operated by SME Corp. Malaysia. A gateway combining business registration and licensing information with application services for selected agencies, integrating with SSM, local councils and ministries.

Neither replaces the licensing authority. They are front doors. The licence is still issued by the council, ministry or regulator behind them.

The old forms and what replaced them

The Companies Act 1965 numbered its forms, and the numbers became the language. The 2016 Act abolished the forms but the vocabulary survived — which is why you will still hear “send me your Form 49” for a company incorporated last month.

Why this matters practically. A bank, landlord or counterparty asking for “Form 9 and Form 49” is asking for proof of existence and proof of who the officers are. For a company incorporated under the 2016 Act, give them the notice of registration and a current company profile from SSM e-Info. Those are the modern equivalents. If they insist on a certificate of incorporation, that can be applied for under s.17 for a fee.

Other terms you will meet

Sdn Bhd — Sendirian Berhad, a private company limited by shares. Capped at 50 shareholders and required to restrict share transfers (s.42).

Bhd — Berhad, a public company. Not the same as listed.

Constitution — the replacement for the Memorandum and Articles of Association, optional for a company limited by shares under s.31. For a pre-2016 company, the old M and A is the constitution (s.34(c)).

Superform — the informal name for the single consolidated incorporation form in MyCoID that replaced the separate documents required under the old Act.

MSIC — Malaysia Standard Industrial Classification, the Department of Statistics Malaysia activity code you declare as your nature of business.

Practice Directive / Practice Note — SSM’s binding administrative instruments. Practice Directives set requirements; Practice Notes clarify interpretation. They are where operational rules such as the audit exemption criteria actually live, which is why an article citing only the Act can still be out of date.

Strike off — administrative removal from the register under s.550, distinct from winding up.

Lodge / lodgement — the statutory word for filing a document with the Registrar.

Common mistakes

• Treating ROB and ROC as the same register. Different Acts, different liability, different portal.
• Asking a 2026-incorporated company for a Form 9. It does not exist. The notice of registration under s.15 is the document.
• Assuming you were issued a certificate of incorporation. Under s.17 you get one only if you apply and pay for it.
• Confusing BLESS with a licensing authority. It is a submission channel.
• Reading only the Act. Practice Directives carry the operational detail and are revised more often than the statute.

What’s next

If someone has asked you for a document by an old form number, translate it using the table above and send the modern equivalent, with a one-line note saying which section it is issued under. That usually ends the conversation faster than arguing about the form number.
