## 什么是 LTAT，它保障哪些人？

武装部队基金局（Lembaga Tabung Angkatan Tentera，LTAT）是依据**《1973 年武装部队基金法令》（Akta 101，第 101 号法令）**成立的法定机构。它作为马来西亚武装部队（ATM）人员的退休金基金——相当于公积金局（KWSP）但专为军人而设。

对于强制缴款者（其他军阶人员，Lain-Lain Pangkat），**月薪的 10%** 被扣作缴款，政府另补贴 **15%**——使每月合计 25% 的薪金被记入账户。自愿缴款者则每月可缴纳 **RM25 至 RM2,000**。

近年来给予缴款者的回报保持稳定。在 2023 财政年度，LTAT 向 123,380 名缴款者宣布派发 **5%** 股息、总额 **RM485.08 百万**。在 2025 财政年度，股息上升至 **5.35%**（RM524.74 百万）——为 2017 年以来的最高派息。

## Boustead 如何成为 LTAT 的企业臂膀？

大部分缴款者的储蓄并未投资于债券或挂牌股权，而是投入 **Boustead Holdings Berhad**——一家横跨种植、制药、国防重工业、房地产与贸易的综合企业集团。

当 Boustead 业绩下滑时，LTAT 决定全面收购该公司。透过以每股 **85.5 仙** 收购其余 40.58% 股份的自愿收购献议（价值 RM703.2 百万），LTAT 的持股升至约 **97.63%**。随后，Boustead Holdings 依据《上市要求》第 16.07(a) 条，于 **2023 年 6 月 28 日从马来西亚交易所主板（Pasaran Utama）除牌**。

此次整合亦涉及集团的子公司。Boustead Plantations 以每股 **RM1.55** 的价格被全面收购——即以约 **RM1.11 十亿** 购入其余 32% 股份——使 LTAT 与 Boustead 的持股从 68% 升至 100%。

## 为什么 LTAT 需要重新平衡？

先前的复苏计划 **Project Moonshot（登月计划）** 自 2023 年起被搁置，使 Boustead 集团背负约 **RM3.4 十亿** 的债务负担。国家账目委员会（PAC）在 2024 年 11 月警告，进一步的拖延可能迫使 LTAT 变卖资产，而 Boustead 的财务问题有可能侵蚀多达一半的 LTAT 基金——约 **RM5 十亿** 的缴款者资金，占其约 **RM11.5 十亿** 总资产。

作为替代，LTAT 推出 **Project Earth（地球计划）**——由董事会于 **2024 年 8 月 9 日** 批准，并于 **2024 年 12 月 13 日** 呈报内阁。其目标是：在三年内将战略资产持股从约 **56%** 降至 **35%**，同时将固定收益的配置提高至 20%–25%。据首席执行官 Mohammad Ashraf Md Radzi 表示，该基金管理约 **RM13.6 十亿** 的资产，并旨在透过分阶段将资产变现来避免"贱卖"——包括在 Boustead Plantations 等单位财务恢复后可能重新上市。
