# Parking in Malaysian Cities: Compounds, e-Parking Apps and What Happens If You Don't Pay

You dig around the car for coins for the ticket machine — but those machines have been gone since 2020. Parking in Malaysia's major cities now starts with a smartphone, not a jar of coins by the roadside.

## Who controls on-street parking?

On-street parking is controlled by local authorities (PBT), not the federal government. In Kuala Lumpur, Dewan Bandaraya Kuala Lumpur (DBKL) enforces parking under two orders — the *Road Traffic Order (Metered Parking) (Federal Territory) 1984* and the *Road Traffic Order (Provision for Parking Spaces) (Capital) 1984*.

DBKL discontinued conventional machines and on-street payment on **1 October 2020**, and now accepts only cashless payment through apps. Payment applies **Monday to Saturday, 7.30am to 6pm**, and is free on Sundays and public holidays.

## How much does city parking cost?

On-street rates depend on the zone and the local authority. In Kuala Lumpur, DBKL divides the city into three zones:

In Petaling Jaya, the Smart Selangor Parking app charges **60 sen an hour** and **RM5 a day**, within the enforcement window of 8am to 6.30pm. According to reports, parking rates at Selangor councils remain between 40 and 60 sen an hour, even though parking collection at several councils began to be handled by a new operator from 1 August 2025.

## Which apps are accepted?

The shift to cashless payment means you need to download an app before parking. Among the options accepted for KL on-street parking:

- **EZ Smart Park** — accepts FPX, UnionPay credit cards, Boost, Touch 'n Go and MCash
- **Flexi Parking** and **Wilayah Parking** — FPX, credit cards (Visa/Mastercard), Boost, Touch 'n Go and GrabPay
- **Jom Parking** — online banking, credit/debit cards, Boost and GrabPay
- **MCash** — online banking, credit cards, merchant/agent, Digi E-Pay vouchers and at any KK Super Mart

In Selangor, the **Smart Selangor Parking** app is used at several councils. Its main advantage: users can **pay compounds directly in the app** — a feature MBPJ promoted as a first in the country.

Several other Selangor PBTs — MBSJ (Subang Jaya), MBSA (Shah Alam) and MPS (Selayang) — now operate under the **Selangor Intelligent Parking (SIP)** system run by operator Selmax (a subsidiary of ITMax), with revenue split 50% to the operator, 40% to the council and 10% to Menteri Besar Selangor Incorporated. As of 7 July 2026, MBPJ had not signed the agreement because its parking revenue — RM13.8 million a year — is the highest among all councils in Selangor, and the council wants a guarantee that its revenue will not fall below current levels.

## What happens if a compound isn't paid?

A parking compound rises the longer you delay it. Starting **1 March 2026**, DBKL introduced a tiered parking-compound rate:

| Within 1–7 days | RM10 |
| 8–15 days | RM20 |
| 16–30 days | RM30 |
| Over 30 days | RM50 |

This structure is deliberately designed to encourage prompt payment. You can check outstanding compounds via **MySMS 15888** (send: dbkl saman [vehicle number]), the **PAY@KL** app, or DBKL payment/enforcement counters.

It's important to understand: **a PBT parking compound is not a traffic summons**. This compound is issued by the local authority under parking orders, whereas summonses for driving offences (for example speeding or running a red light) are issued by the PDRM or JPJ and are subject to a different enforcement system.

## What about shopping-mall parking?

Shopping-mall parking is private and rates are usually higher than on-street. Some examples in Kuala Lumpur:

- **Suria KLCC** — RM5 first hour, then RM4 an hour (weekdays)
- **Pavilion KL** — RM4 an hour, maximum RM40 a day
- **NU Sentral** — RM5 first hour, RM3 subsequent hours, maximum RM50 a day

Most malls use entry tickets or automatic number-plate recognition, and charge a penalty for lost tickets. Confirm current rates at the entrance, as they change often.

- Download the parking app for the cities you visit often **before** you need it, and make sure you have enough balance.
- Check the DBKL zone on the roadside signage before paying — rates differ by zone.
- If you receive a compound, pay within 7 days to keep the lowest rate.
