There is the **agency** (MDEC), the **status** it awards (MD Status), and a **tax incentive** that is a wholly separate application with much steeper requirements. ## What is MDEC, and who does it answer to?

The Malaysia Digital Economy Corporation (MDEC) is the government agency that leads Malaysia's digital economy. Its full legal name is **Malaysia Digital Economy Corporation (MDEC) Sdn Bhd**, company registration **199601016995 (389346-D)**. It was established in 1996 and operates as an agency under the **Ministry of Digital**, from headquarters at 2360 Persiaran APEC, 63000 Cyberjaya, Selangor.

MDEC's stated vision is for "Malaysia to be the preferred hub for world-class digital businesses and talents," and its mission is to "drive the digital economy through catalytic high-impact initiatives, strategic and sustainable investments, and inclusive policies."

## What changed when MSC Malaysia became Malaysia Digital?

MSC Malaysia has been rebranded to **Malaysia Digital (MD)** — an enhanced initiative designed to accelerate the sustainable growth of the digital economy. In practice the model shifted from location-based (companies clustered in designated cybercities) to **activity-based**: eligibility now turns on what you do, not where you sit. **MD Status** is the successor to the former MSC Malaysia Status.

## Who qualifies for MD Status, and what does it cost?

To be eligible for MD Status, a company must be incorporated under the Companies Act 2016, be resident in Malaysia, propose to carry out one or more MD activities, and have a **minimum paid-up capital of RM1,000**. Within 12 months of the award, it must commence operations and employ at least **2 full-time knowledge workers** at a minimum average monthly base salary of **RM5,000**, and incur minimum annual operating expenditure of **RM50,000** on the approved activities. The core MD Approved Activities cannot be outsourced — they must be undertaken directly by the MD Status company.

The **22 MD activity areas** include big data analytics, artificial intelligence, fintech, internet of things, cybersecurity, data centre and/or cloud computing, blockchain, creative media technology, sharing economy platform, UI/UX, IC design and/or embedded software, 3D printing, robotics, autonomous technology, systems/network architecture, global business services, extended reality (AR/VR/MR), drone technology, advanced telecommunication technology, quantum technology, spatial technology, and other next-generation technologies approved by the Approval Committee.

## What is the Bill of Guarantees?

MD Status entitles a company to the **Malaysia Digital Bill of Guarantees (BoGs)**, ten government commitments:

1. World-class physical and information infrastructure (MD Cybercities/Cybercentres only).
2. Employment of local and foreign knowledge workers.
3. Freedom of ownership — exemption from local ownership requirements.
4. Freedom to source and borrow capital globally for MD infrastructure.
5. Competitive financial incentives (income tax exemption or investment tax allowance, plus import duty and sales tax exemption on multimedia equipment).
6. Regional leadership in intellectual property protection and cyberlaws.
7. No censorship of the internet.
8. Globally competitive telecommunications tariffs (MD Cybercities/Cybercentres only).
9. Tendering of key MD infrastructure contracts to leading companies using Malaysia as a regional hub.
10. A high-powered implementation agency acting as a one-stop shop.

## How is the tax incentive different?

This is where the confusion costs money. The **Malaysia Digital tax incentive is a separate application from MD Status**, with its own thresholds:
