# Malaysia's Data Centre Boom: Capacity, Strain and Policy Response

In under three years, a strip of southern Johor across the causeway from Singapore has become one of the most sought-after places on earth to plug in a server. Cloud giants, colocation operators and AI start-ups have poured in — and now Malaysia is discovering that the power lines and water pipes underneath the boom have limits.

The story of Malaysia's data-centre surge is no longer just about investment headlines. It is about how much electricity a national grid can absorb, how much water a drought-prone state can spare, and how a government decides which servers are worth the strain. In 2025 and 2026 those questions collided with policy in a way that reset the rules of the game.

## How big is Malaysia's data-centre boom, and where is it?

Overwhelmingly, the answer is Johor. Analysis by the ISEAS-Yusof Ishak Institute found that Johor accounted for close to 80% of Malaysia's live data-centre IT capacity as of 2024 — a concentration built on cheap land, proximity to Singapore's saturated market, subsea-cable connectivity and, until recently, relatively easy access to power and water.

The state-level numbers are striking. As of November 2025, Johor had approved 51 data-centre projects with a combined investment value of RM182.96 billion, according to The Star. Of those, 17 were already operating, 11 were under construction, and 23 had been approved during 2025 alone. Southeast Asia's fastest-growing data-centre hub had, in effect, materialised inside a single Malaysian state.

The rest of the country plays a supporting role. Greater Kuala Lumpur — Cyberjaya, the Klang Valley and parts of Selangor — hosts many facilities by count, but Johor leads on sheer capacity. Looking ahead, analysis by the law firm White & Case LLP, cited by pv magazine, expects Johor to account for roughly 60% of Malaysian data-centre capacity by 2030.

## Can the grid handle it? What TNB is doing

Malaysia's national utility, Tenaga Nasional Berhad (TNB), sits at the centre of the boom. TNB has said it is positioning to serve up to 5,000 MW (5 GW) of data-centre demand by 2035, according to Business Today. For context, TNB's own total installed generation capacity is about 27,690 MW, and it holds roughly a 51.4% share of the generation market — so data centres alone could eventually claim a slice equivalent to almost a fifth of the utility's current fleet.

The pipeline is real but still ramping. ISEAS reported that, as of December 2024, some 38 data-centre projects had secured Electricity Supply Agreements (ESAs) with TNB, representing about 5.9 GW of maximum future demand. Yet actual consumption lagged far behind contracts: only around 405 MW of load was being drawn against 13.76 GW of contracted capacity — roughly 3% utilisation. That gap is the crux of the grid debate. Contracts do not instantly become load, but if even a large share of them switches on, ISEAS calculated that existing projects' maximum demand would reach close to 43% of TNB's total supply.

To connect the projects that do proceed, TNB built a fast-track called the **Green Lane**. It compresses a data centre's grid-connection timeline from about 36 months to 12 months. The mechanism's showcase is Princeton Digital Group's Sedenak campus in Johor — a 190 MW site connected within a year via the Green Lane.

The long-term fix TNB and the government point to is supply, not just speed of connection. Plans include channelling more electricity from Sarawak — rich in hydropower — to Peninsular Malaysia, and eventually tapping the ASEAN Power Grid for regional interconnection.

## Why is water the harder constraint?

Electricity gets the headlines, but in Johor water became the binding limit first.

Large data centres reject heat, and many do it with water-based cooling. The lowest, most water-hungry designs — often labelled Tier 1 and Tier 2 in local reporting — can consume as much as 50 million litres of water a day, roughly the volume of 20 Olympic swimming pools, and up to 200 times more than higher-tier, efficiency-optimised facilities, according to The Star.

That collided with a state already under water stress. In late 2025, Johor authorities asked developers to postpone water-cooled expansion projects for at least 18 months — telling some to effectively wait for water until mid-2027, as the South China Morning Post reported. Johor was home to 15 operational data centres at that point, with dozens more under construction. The pressure was not purely about data centres: SCMP reported that a sand-mining accident forced four treatment plants offline, cutting water to more than half of the 1.7 million residents in the affected supply area for up to 12 hours, and residents had been complaining of worsening supply disruptions. (Johor's total state population was about 4.19 million in 2024, according to the Department of Statistics Malaysia, so the 1.7 million figure denotes the consumer base served by those plants — spanning the districts of Johor Bahru, Kota Tinggi, Kulai and Pontian — rather than the whole state.)

Officials framed the problem carefully. "It's not the sufficiency, it's the management … how to make sure that water is channelled to the right place," said Lee Ting Han, Johor's state executive councillor for investment and trade. Water resources sit largely in the central and eastern parts of the state, while the heaviest demand — industry and data centres near Singapore — is in the south.

The regulatory response was blunt: Johor **halted approvals for Tier 1 and Tier 2 data centres**, redirecting investment toward higher-tier facilities that meet stricter sustainability and energy-efficiency benchmarks. As the state's housing and local government committee chairman Mohd Jafni Md Shukor put it, Johor wants all data centres to meet stricter standards in line with international benchmarks.

## What changed in 2026: the non-AI restriction

The federal government then went further. On 24 February 2026, during Ministers' Question Time in the Dewan Rakyat, Prime Minister Anwar Ibrahim confirmed that the government had **restricted the entry of new data centres unrelated to AI** for nearly two years to reduce pressure on the national grid and water supply, as reported by Bernama and later pv magazine.

Officials have framed this as a quality-over-quantity filter. Applications for data centres with "nothing to do with AI" had already been stopped, Anwar said, while projects offering high-technology and AI-development benefits get easier approval. As of publication in August 2026, no official or news source reported the restriction being lifted or formally extended, so it remains in force. The government's stated rationale is that AI and advanced-compute facilities deliver more economic and technological value per megawatt and per litre than commodity colocation or storage.

Anwar also stressed that Malaysia still projects sufficient power and water capacity despite rising usage, pointing again to longer-term supply from Sarawak and the ASEAN Power Grid. In short: the country is not closing the door, it is narrowing it.

## AI in, everything else out: how the decision framework now works

For anyone weighing a Malaysian data-centre project, the effective approval logic in 2026 stacks up roughly like this:

1. **Is it AI or advanced-compute focused?** AI-related projects are prioritised for approval. Commodity colocation and non-AI workloads face a near two-year freeze on new entry.
2. **What cooling tier is it?** In Johor, water-hungry Tier 1 and Tier 2 designs are effectively off the table; higher-tier, water- and energy-efficient facilities are favoured.
3. **Can it get power on a realistic timeline?** TNB's Green Lane can compress connection to about 12 months, but a signed ESA is a contract, not guaranteed near-term load.
4. **Does it fit water availability?** In Johor, water-cooled expansion may have to wait until mid-2027; siting near available supply matters.
5. **Is it sovereignty-aligned?** Projects that support the National Cloud Computing Policy's goals — sovereign, secure, sustainable infrastructure — sit more comfortably with national strategy.

## Where does data sovereignty fit in?

Alongside the physical-resource squeeze, Malaysia is trying to shape *what* runs in these facilities. In 2025 the Ministry of Digital — led by Gobind Singh Deo, Malaysia's first Minister of Digital, in office since December 2023 — launched the **National Cloud Computing Policy (NCCP)**, unveiled at the ASEAN AI Summit Malaysia 2025.

The NCCP's headline ambition is to make Malaysia a world-class cloud hub by 2030, built on five pillars spanning public-sector transformation, private-sector and MSME growth, data security, digital inclusion and environmental sustainability. Its defining principle is **data sovereignty** — ensuring that data generated within Malaysia is governed by Malaysian law — reinforced by plans for a sovereign AI cloud to keep sensitive national datasets in-country.

That policy layer matters because it connects the hardware boom to national interest. A data-centre cluster that mostly serves foreign hyperscalers is an export industry; one that also anchors sovereign cloud, government workloads and domestic AI is strategic infrastructure. The non-AI restriction and the NCCP point in a similar direction: prioritising higher-value, sovereignty-aligned compute over commodity capacity.

## Common mistakes and misreadings

- **Confusing contracts with consumption.** Headlines about gigawatts of "signed" demand describe ESAs, not live load. ISEAS data showed actual utilisation near 3% of contracted capacity in late 2024. The strain is a forward-looking risk, not a present-day blackout.
- **Assuming the freeze is a full ban.** It is not. New *non-AI* projects are restricted; AI and advanced-compute projects can still be approved.
- **Treating water and power as one problem.** They have different geographies and different fixes. Johor's water limits bit before the grid did, and are being managed at state level, while power supply is a national, TNB-and-Sarawak question.
- **Over-indexing on a single capacity number.** "Johor = 60% by 2030" (White & Case LLP), "80% of live IT capacity in 2024" (ISEAS), and "5,000 MW by 2035" (TNB) measure different things — projected share, current live capacity, and target demand. Cite the metric and its date, not just the number.
- **Ignoring the tier distinction.** The Tier 1/Tier 2 halt is about water intensity, not overall size — a large but efficient higher-tier campus can be more welcome than a small, thirsty one.

## What's next

The near-term trajectory is a managed slowdown rather than a bust. Expect continued approvals for AI-focused, higher-tier projects; a Johor water picture that eases only as supply and distribution catch up toward mid-2027; and TNB steadily converting its ESA pipeline into real load while chasing the 5,000 MW-by-2035 target. Watch three things: whether Sarawak-to-Peninsular and ASEAN Power Grid supply arrives on schedule, whether the non-AI restriction is lifted or extended near its roughly two-year mark, and how sharply the NCCP's sovereignty and sustainability rules reshape which operators build here. If those levers move together, Malaysia keeps the boom without breaking the grid; if they slip, the strain returns — this time with the easy sites already taken.
