# Negeri Sembilan: an elected throne and inheritance traced through the mother's line

In the other eight Malay states, the question "who is next in line" is answered by
lineage. In Negeri Sembilan, it is answered by four customary chiefs.

That is the most striking structural difference between Negeri Sembilan and its
neighbouring states such as [Johor](/en/states/johor) and
[Selangor](/en/states/selangor) — and it is not mere custom, but is written into
the Negeri Sembilan Constitution 1959.

## How the Yang di-Pertuan Besar is raised up

The title of the head of state here is **Yang di-Pertuan Besar**, not Sultan.
The title reflects how the position is filled.

When the position falls vacant, the power to choose a successor rests with
the **Undang Yang Empat** — the customary chiefs of four luak: Sungai Ujong,
Rembau, Jelebu and Johol. They choose from among eligible royal descendants
according to custom.

The procedure relating to the office of Yang di-Pertuan Besar is set out in
Articles 10 to 12 of the Negeri Sembilan Constitution 1959. Article 14 in
turn provides that each Undang of Sungai Ujong, Jelebu, Johol and Rembau
shall be a person duly elected according to the custom of his own luak.

Note the direction of that flow of authority. It rises, rather than
descends:

1. The customary group within a luak elects that luak's Undang.
2. The four Undang together elect the Yang di-Pertuan Besar.
3. The Yang di-Pertuan Besar becomes head of state and performs the
   recognition ceremony for the Undang who has been elected by his luak.

On the modern administrative side, the state structure comprises the Yang
di-Pertuan Besar, the State Executive Council, the State Legislative
Assembly, the Menteri Besar, the Court of Justice and Undang, as well as
district-level administration — as listed on the official state government
portal. The state's powers operate within the framework of the
[Federal Constitution](/en/law/federal-constitution).

Besides the four Undang, the official portal also lists one separate
position, the **Tunku Besar Tampin**.

## Adat Perpatih: descent reckoned through the mother's line

Adat Perpatih is a matrilineal customary system originating from the
Minangkabau world in Sumatra and brought in by settlers who opened up this
area. It organises society into tiered kinship groups.

The official state government portal lists twelve suku: Biduanda, Paya
Kumboh, Tanah Datar, Batu Hampar, Tiga Nenek, Anak Acheh, Mungkal, Sri
Melenggang, Anak Melaka, Sri Lemak, Batu Belang and Tiga Batu.

The practical effect is simply stated: a person joins their mother's suku,
and customary inherited property traditionally remains within the female
line of that suku. This custom determines membership and standing within
the customary structure — it does not replace federal law.

The official portal describes this custom as dynamic and adapting with the
times, not frozen.

## Nine "states" in the name

The state's name refers to the nine luak that formed it. The official state
government portal lists: Sungai Ujong, Rembau, Johol, Jelebu, Jempol, Seri
Menanti, Inas, Terachi and Gunung Pasir.

Before British intervention, each Undang administered his own luak
separately. The British Resident system later introduced more centralised
state governance.

This territory was once under the [Melaka Sultanate](/en/malaysia/melaka-sultanate)
before 1511, and subsequently became part of the Johor kingdom.

Seremban, the state capital, sits approximately 60 kilometres from Kuala
Lumpur and is home to Wisma Negeri, the office of the State Secretary.
Negeri Sembilan borders Selangor, Pahang, Johor and Melaka, with a coastline
facing the Strait of Melaka at Port Dickson.

## Seri Menanti

The state's royal town is located in Seri Menanti, Kuala Pilah district.

Istana Lama Seri Menanti began construction in 1902 and was fully completed
in 1908, built by craftsmen named Kahar and Taib from Minangkabau on the
order of Tuanku Muhammad ibni Tuanku Antah. The four-storey building was
erected without a single metal nail, using wooden-peg joinery techniques
instead.

The palace once served as the official residence of the Yang di-Pertuan
Besar and now functions as a Royal Museum.

## Common misconceptions

**"A luak is the same as a district."** No. A luak is a customary unit; a
district is an administrative unit. Their boundaries differ, and so do
their numbers — nine luak in the state's name, four luak with an Undang,
seven administrative districts.

**"The Yang di-Pertuan Besar appoints the Undang."** Article 14 places the
election of an Undang with the custom of his own luak. The palace's role is
recognition and ceremony, not the initial selection.

**"Adat Perpatih means women rule."** This custom is matrilineal, not
matriarchal. Descent, suku membership and customary inherited property flow
through the mother's line, while customary offices such as Lembaga and
Undang are held by men chosen from that line.

**"All the Malay states are the same."** Comparison with a state such as
[Johor](/en/states/johor) shows otherwise: each state has its own
constitution, and Negeri Sembilan is the only one that combines election of
its head of state with a matrilineal customary system.
