# The Professional Visit Pass: How Malaysia Hosts Foreign Expertise Without Employing It

> A Professional Visit Pass lets a Malaysian company host a foreign expert, researcher, trainee or volunteer for up to 12 months while the expert's own overseas employer keeps paying the salary — a fundamentally different arrangement from an Employment Pass, and one that now carries the same exit-clearance duty since November 2025.

Two foreigners can sit at the same desk in the same Malaysian office, doing the same job, and be on completely different legal footing. One is on an Employment Pass, paid by the Malaysian company, renewable year after year. The other is on a Professional Visit Pass — paid, still, by the company that sent them, with twelve months on the clock and no renewal beyond it. Immigration doesn't see two employees. It sees an employer and a guest.

That guest arrangement is the Professional Visit Pass (PVP), and it is routinely confused with a business visa, a short-term work permit, or a junior cousin of the Employment Pass. It is none of those. It is a specific answer to a specific question: how does a Malaysian company legally host someone else's employee, without becoming their employer?

## What the PVP actually authorises

A PVP lets a foreign national carry out a defined assignment for an ESD-registered Malaysian host — expertise transfer, research, practical or industrial training, volunteering, or participation in an exhibition — for up to 12 months. For the two categories that matter most to companies, **Expert Transfer** and **Research**, the Immigration Department's own page is explicit: the applicant must have an original employer abroad, and the salary must be paid by that original employer. The Malaysian host receives the work. It does not run the payroll.

That single fact is the whole difference from an Employment Pass. An [Employment Pass](/en/settling-in/employment-pass) makes the Malaysian company the employer of record, with its own EPF, SOCSO and basic-salary obligations. A PVP host never enters that relationship at all — which is also why a PVP holder cannot simply be redirected to other work. Immigration's rule is that the holder "may only work for the company named in the Professional Visit Pass," on one contract or project at a time. Moving to a different host is not a transfer — it is a fresh application from the start.

## One name, two different doors

Most guides treat "Professional Visit Pass" as a single product. It is actually two separate administrative tracks, and knowing which one applies saves weeks.

A company bringing in a foreign engineer for an equipment install goes through ESD. A university hosting an exchange student on a mobility programme is very likely in the general track instead, filed the older way, with the older paperwork. Confusing the two means filing with the wrong office entirely.

## The limits that make it a "visit," not a posting

Three restrictions define the PVP, and all three are stricter than they look on first read.

**Twelve months, full stop.** ESD and the Immigration Department both state that no extension is allowed beyond the 12-month ceiling. An extension application inside that window must be lodged at least a month before expiry — but there is no version of the PVP that becomes an 18-month or 24-month posting.

**One contract at a time.** The pass is tied to a single purpose or project. It is not a general work authorisation that flexes with whatever the host needs next.

**No family, none.** Immigration's own guidance is blunt: "there is no provision" for long-term passes covering a spouse, dependants or a foreign domestic helper. This goes further than the Employment Pass side of the comparison — an EP holder's family can be sponsored on a [Dependant Pass or Long-Term Social Visit Pass](/en/settling-in/dependant-social-visit-passes); a PVP holder's family has no equivalent route attached to the PVP at all.

## What it costs

The ESD application fee for a PVP is **RM1,200** (RM1,296 with 8% SST), under the fee schedule that took effect 1 September 2024. That is separate from the Immigration endorsement fee, which is charged per quarter of approved duration — RM90 for up to three months, rising to RM360 for the full 10-to-12-month bracket — plus a visa fee that depends on the applicant's nationality under Immigration's own visa fee table. None of this is charged to the expert's original overseas payroll; it is the Malaysian host that registers, applies and pays.

## The exit duty a PVP now shares with the Employment Pass

Since **18 November 2025**, a requirement first built for Employment Pass holders now applies to PVP holders too. If a PVP holder is leaving Malaysia for good before their pass expires, the host company must submit a **pass-shortening application** through ESD Online and hand the holder a Shorten Pass Slip to carry on departure. If the pass simply runs to its 12-month end with no shortening or renewal filed, the company must complete **Exit Clearance within 30 days of expiry**. Miss it, and ESD Online access is restricted — the company cannot submit or pay for new applications of any kind until the clearance is done.

For a pass this short, that 30-day clock arrives fast. A twelve-month secondment that a company stopped tracking closely can turn into a locked ESD account within a month of the expert flying home.

## Common mistakes

**Assuming the Malaysian host is the employer.** For Expert Transfer and Research, it never is — the overseas payroll continues throughout.

**Treating 12 months as a renewable term.** It's a hard ceiling. Extensions exist only inside the original 12 months, not beyond them.

**Filing a jockey, volunteer or exchange student through ESD.** That may belong on the general PVP track through Immigration's Visa, Pass and Permit Division instead.

**Forgetting the family question entirely.** Unlike an Employment Pass, there is no dependant route to plan around — it simply doesn't exist for a PVP.

**Letting the pass lapse unshortened.** Since November 2025, that leaves the host company's ESD account locked until Exit Clearance is filed.
