Search "how long does an MM2H Silver pass last" and you can find guides confidently
quoting five years, ten years, and other durations for the same tier. That is not a
typo repeated across the internet — it is what happens when a programme gets
restructured and not every guide catches up. MM2H itself has genuinely changed shape
more than once, most recently in 2024, and the tier names, deposit amounts and pass
durations in circulation now belong to at least two different versions of the rules.

The only way to cut through that is to read the requirements off the Ministry of
Tourism, Arts and Culture's own MM2H site, tier by tier, and that is what this
article does.

## What MM2H actually is

Malaysia My Second Home (MM2H) is a long-stay residence programme for foreigners,
run by the **Ministry of Tourism, Arts and Culture (MOTAC)**. It is not a work visa,
a citizenship route, or permanent residency — it is a renewable multi-year pass
tied to holding a fixed deposit in a Malaysian bank and (for every tier) owning a
qualifying residential property.

MOTAC sets the programme's terms and each tier's requirements. Actually stamping
the pass into a passport, endorsing it, and handling any appeal, however, sits with
a different authority entirely: the **Ministry of Home Affairs, through the
Immigration Department (Jabatan Imigresen Malaysia)**. Applications themselves are
submitted through a licensed MM2H tour operating agent — licensed by MOTAC under
the Tourism Industry Act 1992 — via the One Stop Centre (OSC MM2H). That three-way
split (MOTAC sets the rules, a licensed agent submits the paperwork, Immigration
approves and stamps it) is worth remembering before you assume any one office can
answer every question.

## The four tiers, side by side

As of the current MOTAC guidelines, there are four tiers: **Platinum**, **Gold**,
**Silver**, and a **Special Economic Zone / Special Financial Zone (SEZ/SFZ)** tier
tied specifically to property in Forest City, Johor.

A flat **processing fee of RM5,000 for the principal applicant, plus RM2,500 per
dependent**, applies across all four tiers on top of the participating fee above —
the two are separate line items, and third-party guides sometimes blend them
together or quote agent service charges as if they were the government fee.

## The conditions that actually bind you

**The fixed deposit is not simply parked and forgotten.** MOTAC's own pages allow a
maximum withdrawal of 50% of the principal FD once MM2H approval is granted — but
only for purchasing the required residence, or for education, medical or tourism
activities in Malaysia. It is a conditional release tied to specific purposes, not
a general-use account.

**The property purchase is compulsory, not optional, for every tier.** Whatever
minimum value applies to your tier, MOTAC requires the participant to purchase and
own that residence after approval is granted. The property then cannot be sold for
10 years, though it can be upgraded — traded up for a higher-value residence.
Failing to comply with the property condition is grounds for MOTAC to revoke the
pass outright.

**The minimum stay depends on age, not tier.** Participants aged 25–49 must be
physically present in Malaysia for 90 cumulative days in a year, and that
requirement can be met between the principal applicant and their dependents jointly
— it does not have to be the same person every time. Participants aged 50 and above
face no minimum stay requirement at all. The SEZ/SFZ tier mirrors this exactly for
its 21–49 age band, while the tier's dedicated 50+ entry point also has no stay
requirement.

**Dependents are broader than "spouse and kids."** Every tier allows a spouse;
biological, step- or adopted children under 21 (or aged 21–34 if unemployed and
single); medically certified disabled children with no age limit; and parents or
parents-in-law. Only the Platinum tier additionally permits bringing in a foreign
domestic maid.

## Renewal, tax treatment and what happens if the principal dies

Every tier's pass is renewable, and the renewal fee scales with the tier — from
RM300 for SEZ/SFZ up to RM5,000 for Platinum, per MOTAC's own fee table. Renewal
applications need a valid passport copy, a recent medical report and health
insurance, and can be submitted either through the One Stop Centre or directly to
the Immigration Department.

Across every tier, incoming funds such as the fixed deposit itself carry a stated
**tax exemption on foreign funds/income and profit earned on the deposit while it
sits in a Malaysian bank** — one of the few benefits MOTAC applies uniformly rather
than tiering. And if the principal applicant dies, the pass is transferable to the
next-of-kin among the already-registered dependents, rather than automatically
lapsing for the whole family.

## Common mistakes

- **Quoting an outdated pass duration.** The tier names and numbers changed in the
  2024 restructuring — a Silver pass runs 5 years today, not the 10-year figure
  some older or unrevised guides still list.
- **Treating the participating fee and the processing fee as the same charge.**
  They are two separate government line items, on top of whatever a licensed agent
  separately charges for handling the application.
- **Assuming the fixed deposit can be used for anything after approval.** Only 50%
  is releasable, and only for the property purchase, education, medical treatment
  or tourism — not as free cash.
- **Assuming any MM2H tier lets you work or run a business.** That is true only for
  Platinum; every other tier states it is not allowed.
- **Contacting MOTAC for a visa problem, or Immigration for a tier-requirement
  question.** MOTAC owns the programme's rules; the Immigration Department owns
  approval, endorsement and appeals.
