The answer is not a single scheme, but a menu of government schemes, each targeting a different income band. Picking the wrong one means wasting months waiting for a ballot on a home you were never eligible for in the first place.

This guide sorts the main schemes by who they target, so you can head straight to the right door.

## Which scheme matches my income?

The easiest way to understand this landscape is to place each scheme on an income line. The lowest earners are targeted by PPR and Rumah Mesra Rakyat; the urban middle by PR1MA, Residensi Wilayah and Rumah Selangorku.

## How does PR1MA work?

PR1MA (Perumahan Rakyat 1Malaysia) targets middle-income urban households who are often "too rich for PPR, too poor for the open market". To qualify, you must be a Malaysian citizen aged 21 and above, with an individual or combined spousal income between **RM2,500 and RM15,000 a month** (gross income).

What sets PR1MA apart from other schemes: it can be bought as your **first or second home** — not only for those who own no home at all. However, a PR1MA home must be owner-occupied; renting it out is not allowed.

The application process centres on a balloting system:

1. Register an account on the PR1MA portal and obtain a reference number.
2. Apply for a specific project when it is launched.
3. Enter the ballot if demand exceeds supply.
4. If selected, prepare a booking fee of **RM500** (bank draft or cheque only, charged for completed projects) and apply for financing.

PR1MA stresses that registration is free and that it does not appoint any agents — an important safeguard against syndicates that promise "guaranteed units".

## What is the difference between Residensi Wilayah and Residensi MADANI?

Both schemes are specific to the Federal Territories (Kuala Lumpur, Putrajaya, Labuan), but target different income tiers.

**Residensi Wilayah** (formerly known as RUMAWIP) is open to citizens aged 21 and above who were born, work or reside in the Federal Territories. The income ceiling is more generous: **below RM10,000** for single applicants and **below RM15,000** for married couples. Prices are capped at **RM300,000 per unit** with a minimum size of 800 square feet, and come with a **10-year sale moratorium** — you cannot resell within that period. You must also not currently own residential property in the Federal Territories.

**Residensi MADANI** is a more affordable tier for lower-income earners. Applicants must be citizens aged 18, with a gross household income **not exceeding RM8,000 a month**. The sale price is capped at **up to RM200,000 per unit** with a minimum size of 750 square feet, and applicants must not already own a home.

Because both operate in the same territory, candidates typically choose just one according to their income band.

## Which scheme is for low-income earners?

Two schemes target the B40 group directly.

**Program Perumahan Rakyat (PPR)** is administered by the Ministry of Housing and Local Government (KPKT) for households earning **no more than RM3,000 a month** who do not yet own a home. It comes in two forms:

- **PPR for Rent** — rent as low as **RM124 a month**.
- **PPR for Ownership** — a sale price of **RM35,000 to RM42,000 per unit** depending on location.

Each unit is roughly 700 square feet with three bedrooms. Applications are made through the KPKT TEDUH portal.

**Rumah Mesra Rakyat (RMR)** by Syarikat Perumahan Negara Berhad (SPNB) is fundamentally different — it is for those who **already own land** but cannot afford to build a house. Applicants must be citizens aged 18 and above (a co-applicant is required if over 43), with a household income of **RM750 to RM5,000**, and land of not less than **3,000 square feet**. The government contributes a **RM20,000 construction subsidy**, and monthly payments are only around **RM300** over a period of 16 to 25 years. A single-storey house with three bedrooms and two bathrooms costs around RM75,000 in the Peninsula.

## What about Rumah Selangorku and other state schemes?

Beyond the federal schemes, each state may offer its own scheme. The most prominent is **Rumah Selangorku**, administered by the Selangor Housing and Property Board (LPHS).

Rumah Selangorku uses a tiered system (Type A to E) based on income. The price figures below refer to high-rise (strata) units as listed in the official LPHS FAQ; prices for landed homes may differ by type and project:

- **Type A** — income up to RM3,500, priced at RM42,000.
- **Type B** — up to RM7,000, RM100,000.
- **Type C** — up to RM10,000, RM150,000.
- **Type D** — up to RM14,500, RM200,000.
- **Type E / E-Khas** — up to RM14,500, RM250,000.

Applicants must be citizens aged 18 and above, residing in Selangor, and not owning residential property in the state. The home must be owner-occupied and is subject to a **5-year moratorium** before it can be resold without state approval. Registration is free through the LPHS eHartanah portal.

Other federal schemes such as **MyHome** also exist as incentives for developers to build more affordable homes; check the KPKT TEDUH portal for projects that are still active.

## What if I don't qualify for a bank loan?

Scheme eligibility is one thing; securing financing is another. For the self-employed and gig-economy workers who struggle to prove a fixed income, the government provides the **Housing Credit Guarantee Scheme (SJKP)**. According to the MyGovernment portal, SJKP guarantees financing of **up to RM500,000** (or up to RM360,000 under SJKP MADANI), with a tenure of up to 35 years. This enables those without regular payslips to qualify for home loans that banks would otherwise reject.
