# MIDA — Malaysian Investment Development Authority: The Agency That Evaluates, Not the Ministry That Approves

Every foreign investor eventually deals with MIDA. Very few of them are told, at the
start, that MIDA is not the body that says yes.

Act 397 came into force on **23 June 1966** under the Authority's original name,
the Malaysian *Industrial* Development Authority; MIDA's own materials date the
start of its operations to 1967. The Authority is known today as the Malaysian
*Investment* Development Authority — the exact year that public name changed is
not fixed on an official page, so it is not stated here as a date.

## What MIDA actually does

MIDA describes its own mandate as being **"to harmonise government promotion
efforts, optimise resources, and establish effective structured investment
promotion agency (IPA) governance,"** with the stated vision of Malaysia as
*"the pre-eminent preferred investment destination."* In practice that mandate
breaks into four jobs:

- **Promotion.** Marketing Malaysia to prospective investors, at home and through
  its overseas network, and publishing sector-by-sector investment guidebooks.
- **Receiving and evaluating applications.** The manufacturing licence, the ICA 10
  exemption confirmation, and applications under Malaysia's tax incentive schemes
  all pass through MIDA first.
- **Facilitation.** Coordinating the other agencies an investor has to clear —
  tax, customs, immigration, telecoms, utilities — so approvals move as one
  process rather than five separate ones.
- **Advising MITI.** Feeding investor experience back into the ministry that sets
  policy.

None of those four is "final approval." That is the distinction the rest of
this page exists to make precise.

## Where MIDA's authority stops

MIDA's own page on licensing states it plainly: applications for a manufacturing
licence are submitted to MIDA, described there as **"an agency under MITI in
charge of the promotion and coordination of industrial development in
Malaysia,"** but the licence itself requires **approval by the Ministry of
Investment, Trade and Industry**. The same split shows up in incentive
applications — MIDA's business facilitation materials describe major projects
as being approved by the **National Committee on Investment (NCI)**, with MIDA
running the intake, evaluation and implementation-tracking around that decision.

Two agencies working the same file, in other words, but only one of them signs
the approval.

## The Invest Malaysia Facilitation Centre

MIDA's most concrete answer to "too many counters" is the **Invest Malaysia
Facilitation Centre (IMFC)**, physically housed at MIDA Sentral and running
since **1 December 2023**. It brings officers from the Inland Revenue Board,
the Immigration Department, the Royal Malaysian Customs Department, the
Malaysian Communications and Multimedia Commission, the Department of Labour
Peninsular Malaysia, Tenaga Nasional Berhad and Telekom Malaysia Berhad into
one physical location, so an approved investor's follow-on approvals move
without a separate trip to each agency. A regional extension, **IMFC-J**,
has since opened to serve investors moving into the
Johor–Singapore Special Economic Zone.

## A widening remit

Malaysia's investment-promotion landscape has historically had more than one
front door — MIDA for manufacturing and services nationally, but separate
bodies such as InvestKL for Greater Kuala Lumpur specifically. That changed on
**15 March 2026**, when MIDA absorbed InvestKL's investment promotion and
facilitation functions for Greater Kuala Lumpur, with InvestKL ceasing to
operate as an independent agency. MIDA describes the move as reducing overlap
between agencies chasing the same investors.

## Common mistakes

**Assuming MIDA can grant what it processes.** A manufacturing licence
application submitted to MIDA still needs MITI's approval; an incentive
application MIDA evaluates favourably can still be declined at the National
Committee on Investment. Treat a positive conversation with MIDA as a strong
signal, not a licence in hand.

**Confusing MIDA with the sector regulator.** MIDA covers manufacturing and
services broadly, but ICT falls to MDEC's Malaysia Digital status, licensed
financial institutions to Bank Negara, and several other sectors to their own
regulators. Which agency you deal with depends on what you are setting up, not
just on the fact that you are investing.
