# Malaysian labour law map: statute, regulator, portal, scope

Nobody publishes this, which is odd, because the first question in any Malaysian
compliance problem is not *what does the law say* — it is **whose law is it and where do
I file**. Answering that wrongly costs weeks: a s.20 representation lodged with the wrong
department does not stop the 60-day clock, and an approval sought from JTKSM for a Sabah
employee is not an approval at all.

Every URL below was checked. Where a commonly cited address does not resolve, that is
noted, because those are the ones that waste an afternoon.

The commonly cited `minimumwages.mohr.gov.my` does not resolve. The live minimum-wage site
is `gajiminimum.mohr.gov.my`.

**`jppm.mohr.gov.my` does not resolve.** JPPM's actual domain drops the second M. It is the
single most repeated broken reference in Malaysian HR writing.

`kwsp.gov.my` returns 403 to automated clients. That is bot protection, not an outage.

Two things to hold loosely here. The **Gig Economy Commission (SEGiM)** is not established
by Act 872 — the Act creates a Tribunal and a Consultative Council — and no standalone
SEGiM domain could be found. Treat statements about its powers as unconfirmed until the
instrument creating it surfaces.

And the harassment tribunal is **TAGS** — *Tribunal bagi Antigangguan Seksual*. The
abbreviation TTGS, which appears in some write-ups, points at a domain that does not
exist. It also sits under a different ministry from everything else on this page, which is
why a harassment matter can be running at KPWKM and at JTKSM simultaneously without either
knowing.

## Where statutes actually live

Two repositories, both official: the Attorney General's Chambers Federal Legislation
Portal at `lom.agc.gov.my`, and the ministry's own `eakta.mohr.gov.my`. LOM serves the
older Acts cleanly at a predictable path; several of the newer ones — 612, 732, 789, 800,
840, 872 — currently error there and have to be sourced from the administering agency
instead.

One naming note that trips people up: the Ministry of Human Resources rebranded to
**KESUMA**, but the rebrand was naming only. `kesuma.gov.my` does not resolve.
`mohr.gov.my` remains canonical, and every subdomain in the tables above hangs off it.

## Common mistakes

**Filing a s.20 representation with JTKSM.** Unfair dismissal goes to JPPM, through IRIS.
JTKSM handles labour standards. The 60-day window does not pause while a misfiled
representation sits in the wrong inbox.

**Using Act 265 for a Sabah or Sarawak employee.** Different statute, different department,
different portal.

**Citing Act 446 by the wrong name.** It is the *Employees' Minimum Standards of Housing,
Accommodations and Amenities Act 1990*.

**Assuming one ministry.** Harassment tribunal matters sit with KPWKM; everything else on
this page sits with MOHR.

**Assuming SEGiM has statutory powers under Act 872.** It does not appear in the Act.
