"this is basically a scholarship, right?" It isn't. And that misconception
is exactly what most often causes trouble — years later, when the first
repayment notice arrives after graduation.

PTPTN is a loan. The money has to be paid back. Understanding why and how
it works — not just the eligibility figures — will save a lot of confusion
down the road.

## What PTPTN Actually Is

PTPTN (National Higher Education Fund Corporation) is a statutory body
established under the National Higher Education Fund Corporation Act 1997
(Act 566), which came into force on 1 July 1997 and began operating on
1 November 1997, under the Ministry of Higher Education.

Its statutory function is two-pronged: managing higher education loans and
recovering their repayments, and administering the National Education
Savings Scheme (SSPN) for higher education purposes.
