# Taska, Tadika, Prasekolah: Similar Names, But Different Ministries in Charge

Many parents enrol their child at the tadika down the road — submit the form, pay the fee, done. But the question rarely asked is: who is that tadika actually registered with? The answer is not a trivial matter. Depending on the child's age and the type of institution, it can fall under two entirely different ministries, with acts, regulations and enforcement methods that are not the same.

## A child's age determines who regulates it

Malaysian rules divide early childhood education into two age zones, and each zone falls under a different ministry:

Notice the pattern: any institution that admits children under 4 falls into the **care** category (JKM). Anything that admits children aged 4 to 6 falls into the **education** category (KPM, or other public agencies working alongside it).

## Taska: a matter of care and safety, not curriculum

Under Seksyen 2, Akta Taman Asuhan Kanak-Kanak 1984 (Akta 308), "taman asuhan kanak-kanak" means any premises that admit four or more children under the age of four. This Act's focus is not curriculum, but welfare: premises safety, hygiene, caregiver-to-child ratios, and caregiver qualifications.

Every taska — whether run at home, at the workplace (an employer's taska) or as a standalone centre — must be registered with JKM. Operating or taking part in managing an unregistered taska is an offence under Seksyen 6(1) Akta 308, punishable by a fine of up to RM10,000 or imprisonment of up to two years, or both. A taska's registration status can be checked through JKM's own portal.

## Tadika and prasekolah: a matter of education, under KPM

As soon as a child reaches the age of 4, the options multiply — and all of them now fall under the umbrella of education, not welfare.

**Private tadika** are established and run by private parties, but must be registered with the State Education Department (JPN) or the District Education Office (PPD) — using Borang BPS1 — under Akta Pendidikan 1996 (Akta 550) and Peraturan-Peraturan Pendidikan (Tadika) (Pendaftaran) 1972. Conditions for setting one up also include premises requirements (for example, a commercial-space building not exceeding two storeys), Malaysian citizenship for the chairperson and principal, and a requirement for teachers to hold a teaching permit. Religious tadika (for example, an Islamic tadika) require additional registration with the state religious authority.

**KPM prasekolah**, on the other hand, is a free class run directly by the ministry inside existing government school buildings. Applications are made online through the ePrasekolah portal, with age eligibility set based on the child's date of birth relative to 1 January of the relevant school year, and pupil selection is carried out by a committee at school level.

Two other public agencies also fill this space without falling directly under KPM: **Tabika KEMAS** (Jabatan Kemajuan Masyarakat, under the Ministry of Rural Development, focused on rural and low-income areas) and **Tabika Perpaduan** (JPNIN, under the Ministry of National Unity, focused on encouraging interaction between races from an early age). Although the agencies differ, all three — KPM prasekolah, Tabika KEMAS and Tabika Perpaduan — like private tadika, use the same framework: the **Kurikulum Standard Prasekolah Kebangsaan (KSPK)**.

## Public versus private options

None of these options is more valid than the others in terms of the national curriculum — the real difference lies in cost, location, and who oversees day-to-day operations.

## Common mistakes

- **Assuming all "tadika" fall under JKM.** The opposite is true — tadika (4-6 years old) fall under KPM; JKM only supervises taska (under 4 years old).
- **Not checking registration before enrolling a child.** A taska without JKM registration, or a tadika without JPN/PPD approval, can compromise safety compliance and the recognition of its teachers' qualifications.
- **Missing the ePrasekolah application period.** KPM prasekolah applications are made within a specific period each year through the official portal — not registration directly at the school.
