# PIBG and the Cost of Schooling at Government Schools

Your child is enrolled at a "free" government school — yet the PIBG form and a list of payments still arrive at your door. So what exactly must be paid, and what must not?

## What is the PIBG and is it mandatory?

The Parent-Teacher Association (PIBG) is an official institution that must exist at every government school and government-aided school. It is established under the **Education Act 1996** and the **Education (Parent-Teacher Association) Regulations 1998**. The association's uniform constitution, meanwhile, is issued through **Professional Circular Letter (SPI) No. 4/2004**.

PIBG membership is **automatic**. Every school teacher and every registered parent or guardian of a pupil becomes a member automatically. The headmaster or principal serves as an *ex-officio* adviser. The association's purpose, as stated in the constitution, is to advance pupils' welfare, strengthen cooperation between parents and teachers, and help expand teaching and learning facilities.

## Am I required to pay PIBG fees?

No. This is the point most often misunderstood. PIBG contributions are **voluntary and cannot be made compulsory**.

There are only three permitted sources of PIBG income:

- Member contributions — voluntary, cannot be made compulsory
- Contributions from outside individuals or organisations
- Proceeds from programmes or activities organised by the PIBG

Paying a contribution is **not a condition** of membership. A member who has not yet paid or does not pay a contribution still has the right to attend and speak at the Annual General Meeting. A school that collects "PIBG fees" by force is not complying with the regulations.

## What is the real cost of schooling at a government school?

Education at government primary and secondary schools carries no tuition fees. Most of the payments that remain are voluntary or subject to agreement.

Through SPI No. 13/2007, the government abolished special fees at government schools and provided an allocation to fund the activities that were previously paid for under those fees. It was replaced by a **system of additional payment packages** for certain services and facilities — and these payments must be agreed to, not imposed.

## Can a pupil be barred for not paying?

No. A pupil **cannot be barred** from:

- receiving textbooks (under the Textbook Loan Scheme),
- sitting examinations, or
- taking part in teaching and learning activities,

purely because the parents are unable or unwilling to pay a PIBG contribution. SPI No. 5/2001 also sets out the limits on PIBG powers at school, so that the association does not act beyond its role.

## What next

If your child's school imposes a payment stated to be "mandatory", ask the school to explain its basis and whether it is a voluntary contribution or an agreed additional payment package. Keep a receipt for every payment. Complaints about forced collections may be lodged with the State Education Department or the District Education Office.
