# How to Enrol Your Child in a Government School: Entry Age, Documents and the idMe System

Many parents are surprised to find they cannot "register" their child for
Form 1 the way they registered for Year 1 before. There is no online form to
fill in themselves, no portal to log into. The reason is simple: these two
stages of government schooling use two entirely different systems, and
confusing the two is the most common reason parents wonder why "my child's
registration can't be found at all."

## Year 1: parents register directly, online

Registration of Year 1 pupils for government primary school is done
directly by parents or guardians online through the **idMe system (Identity
Management System)** of the Ministry of Education Malaysia (KPM), at
**idme.moe.gov.my**. This is confirmed as an official digital service under
the MYGovernment portal.

The registration period opens every year, usually around February to March,
for entry into the following year's academic session. For example,
registration for the 2027 academic calendar opens **15 February to 31 March
2026**, as announced by the National Security Council (MKN) and the
official KPM portal. The exact dates and age cohort change every session —
always check the current announcement at idme.moe.gov.my or moe.gov.my
before acting on an old date.

### Who is eligible, and when

The eligible entry age for Year 1 is set out in **Akta Pendidikan 1996
(Akta 550), Seksyen 29A** — the compulsory education provision that requires
citizen parents resident in Malaysia to register a child who has **reached
the age of six on 1 January** of the relevant school year. Failing to do
so, without a valid exemption, can attract a penalty under the same Act.

For the 2027 session specifically, KPM has also opened an additional
option: children in the 6-year-old cohort (5+) can now enter Year 1
**voluntarily and without a screening test**, in addition to the 7-year-old
cohort (6+) that remains the usual compulsory base. This means the eligible
cohort for a given session can span two birth years — recheck the current
session's official cohort on the idMe portal, since many parents miscalculate
the age based on old assumptions.

### What needs to be prepared

The official KPM page does not publish the document list as a single
table, but the idMe process essentially requires the following information
for each child being registered:

- The child's birth certificate
- Identity card (MyKad) of the parent or guardian
- Current residential address information
- Custody/guardianship documents, if applicable (for example, a guardian
  who is not the biological parent)

**Non-citizen** pupils do not use the regular idMe system — their
applications are handled separately, following the process set by the
District Education Office (PPD) or the State Education Department (JPN).

## Form 1: parents do NOT register directly

This is the part most often misunderstood. Placement of Year 6 pupils into
Form 1 of government secondary school is **not** an application made online
by parents. It is handled by the pupil's **Year 6 class teacher** at the
primary school (SK/SRAB/SJKC/SJKT), using the **eDaftar Menengah** module
within KPM's **APDM (Aplikasi Pangkalan Data Murid — Student Database
Application)** system.

The parents' role in this process is to complete the **School Placement
Application Form (BPPS)**, which the class teacher then enters into the
system to process placement into Form 1 or the Transition Class.
Non-citizen pupils, meanwhile, must apply manually at the PPD or JPN, using
the relevant form (for example PU(A)275), subject to approval and an annual
fee.

## When a child's situation falls outside the norm

Two separate KPM operating policies exist specifically for cases outside
the usual age norm — and both are rarely mentioned in the quick guides out
there:

**Early entry (under age).** For a child born 2–15 January of the school
year (that is, almost reaching the eligible age but still a few days
short), parents may apply for early entry through the JPN. The conditions:
the child has attended preschool/kindergarten, shows an adequate level of
mental development and reading ability, and is a Malaysian citizen.
Required documents include the birth certificate, a preschool/kindergarten
confirmation letter, and a verified pupil progress report. The child will
go through a screening module and an interview by a JPN officer; the final
decision is made by the KPM Evaluation Committee at the ministry level,
based on case-by-case merit and school place availability. This policy
operates under Surat Pekeliling Ikhtisas Bil. 10/1998.

**Deferring Year 1.** Conversely, for a child born 2–15 January whose
parents want to defer entry (rather than bring it forward), the application
is made using **Borang PPW 2** at the JPN, accompanied by a certified copy
of the parent's identity card, the child's birth certificate, proof of Year
1 registration, and a doctor's medical report. Consideration is also given
to Orang Asli pupils, Bumiputera Sabah/Sarawak children in interior areas,
and pupils with special needs. Approval authority rests with the
Director-General of Education Malaysia (KPPM) as Chief Registrar, under
Seksyen 29A(3) Akta Pendidikan 1996 — and KPM stresses that **deferment is
a privilege, not a right**: the child remains obliged to attend primary
school until official approval is obtained.

## Common mistakes

- **Assuming Form 1 must be registered by parents themselves like Year 1.**
  It is handled by the class teacher through APDM, not an online
  application by parents.
- **Miscalculating the age cohort.** Age is calculated based on date of
  birth relative to 1 January of the school year — not the age on the day
  of registration.
- **Waiting until the last day of the idMe registration period**, when
  vacancies at certain preferred schools are limited and processed on a
  first-come basis.
- **Assuming deferment of Year 1 is automatically approved** just because
  the form has been submitted — it remains subject to KPPM approval, and
  the child remains obliged to attend school until that approval is
  received.
- **Not rechecking the official cohort and dates each session**, since KPM
  can amend policy (such as the introduction of the voluntary 6-year-old
  cohort starting 2027) that changes eligibility compared to the previous
  year.

## What's next

If your child is about to enter Year 1, check the current session's
official opening dates and age cohort directly at idme.moe.gov.my or
moe.gov.my before preparing documents. If your child is already in Year 6
and moving on to Form 1, contact their class teacher to complete the BPPS —
rather than looking for a registration portal yourself. For early entry or
deferment cases, start the application at the District Education Office
(PPD) or State Education Department (JPN) where your child attends school,
since both processes are approved at that level, not through the regular
idMe system.
