Every time the lights come on in your home in the Peninsular, there is a very good chance that electricity is flowing through wires owned by a single company: Tenaga Nasional Berhad. It is the country's largest electricity utility, with over 11 million customers across Peninsular Malaysia, Sabah and Labuan as of 30 September 2025.

## How did TNB begin?

TNB's story begins long before the name existed. On 1 September 1949, the **Central Electricity Board (CEB)** was established to coordinate post-war power generation and distribution, operating 34 power stations with a total capacity of around 39.88 MW.

Sixteen years later, on 22 June 1965, the CEB was renamed the **National Electricity Board (Lembaga Letrik Negara, NEB)**. Over the following decade, the NEB took over regional power companies such as Perak River Hydro and rapidly expanded its installed capacity.

The major turning point came when the government announced its final decision to privatise electricity supply on 4 May 1988, as recorded in TNB's official history. As a result, on 1 September 1990, **Tenaga Nasional Berhad was declared the heir and successor of the NEB** under the Electricity Supply Successor Company Act 1990. TNB began as a wholly government-owned private company before later being listed on Bursa Malaysia, and it remains majority-owned by government-linked entities.

## What does TNB control, and what has been opened up?

This is where the structure of Malaysia's electricity industry gets interesting. TNB is not an absolute monopoly — it is more accurately described as a **grid monopoly with partially liberalised generation**.

**Transmission and distribution** — the high-voltage lines, substations, and wires that deliver electricity to your home — remain owned and operated by TNB as a single integrated network. No competitor builds a parallel grid.

**Generation**, on the other hand, has been opened up since the early 1990s. Alongside TNB's own plants, **Independent Power Producers (IPPs)** generate a large portion of the country's electricity and sell it into the system. To manage these flows fairly, all energy is purchased through the **Single Buyer** department — a ring-fenced unit within TNB under the regulation of the Energy Commission (Suruhanjaya Tenaga).

These operational roles are formally defined in the **Grid Code for Peninsular Malaysia**, published on 28 March 2025. The code separates four key parties:

- **Grid System Operator (GSO)** — coordinates real-time operations and issues control instructions.
- **Single Buyer** — coordinates the purchase of energy from IPPs and TNB generation at the lowest cost.
- **Grid Owner** — plans and develops the grid network.
- **Grid Users** — generators, distribution operators, and consumers.

This separation of roles is an ongoing effort to remove the perception that the grid favours TNB's generation, while opening the way to a more open energy market.

## What is TNB's role in the NETR?

TNB's grid network is now the backbone of the **National Energy Transition Roadmap (NETR)**. The reason is simple: solar and wind energy are only useful if the grid can absorb and distribute them stably, and that grid belongs to TNB.

The NETR sets increasingly aggressive renewable energy penetration targets, with the overall goal of reaching net-zero emissions by 2050:

The NETR is organised around six transition levers — energy efficiency, renewable energy, hydrogen, bioenergy, green mobility, and carbon capture and storage — which are translated into 10 initial flagship projects. These projects are expected to attract over RM25 billion in investment and create around 23,000 job opportunities.

As the grid owner and holder of the country's largest renewable energy portfolio — now around 4.6 GW, comprising 3.3 GW in the Peninsular (including 2.5 GW of large hydro) and 1.3 GW abroad — TNB is uniquely positioned to drive this transition.
