# Malaysia's Economic Corridors Compared

Five corridors, five authorities, and one fact that collapses most of the marketing: **not one of
them can give you a tax incentive.** Three are statutorily limited to *recommending* one. The
grant always sits with the Minister of Finance, and since March 2026 the route runs uniformly
through MIDA and the National Committee on Investment.

What the corridor actually determines is your facilitation partner, your land and utility terms,
and which legal system you are in — which is a bigger difference than it sounds, because two of
the five authorities are not federal bodies at all.

That split is worth dwelling on. SEDIA was passed by the Sabah State Legislative Assembly on
15 January 2009 and assented to by the **Yang di-Pertua Negeri** on 23 February 2009 — not Royal
Assent by the Yang di-Pertuan Agong. RECODA exists under a Sarawak ordinance that is generic
enabling legislation: it never names RECODA, SCORE or Samalaju. Section 3 lets the Minister
gazette a corridor; s.4 has the Yang di-Pertua Negeri constitute an authority and give it a name.

## States covered, and the statutory mechanism

Two traps here. **Act 687 does not declare NCER** — unlike Act 688, it leaves the region to a
Prime Ministerial determination, so s.2 gives you the states but not the boundary. And **MIDA
describes ECER as covering Mersing *and Segamat*, while Act 688 s.4 names Mersing alone.** No
gazette notification adding Segamat was located. Treat MIDA's version as administrative
description, not statutory boundary.

Note also that the statutory term for Iskandar is **"Iskandar Development Region"**. "Iskandar
Malaysia" is later branding and appears nowhere in Act 664.

## Headline incentive and the live application route

This is where most published comparisons are a year or more out of date.

**The common route.** Under the **New Investment Incentive Framework**, effective for manufacturing
from **1 March 2026**, all applications are deliberated and approved by the **National Committee on
Investment**, submitted online at `investmalaysia.mida.gov.my`, with an evaluation fee of
**RM2,500** per application. The NIF replaces the Promotion of Investments Act 1986 promoted-list
mechanism with tiered, outcome-based scoring.

One caution: the NIF FAQ mentions no corridor by name anywhere in its text. That is silence, not a
stated repeal — do not read it as abolishing corridor incentives.

## The Johor overlap, which is not a corridor question

Three schemes share Johor geography and diverge completely on authority:

- **Iskandar Malaysia** — IRDA, under Act 664. Incentives lapsed 31 December 2024.
- **JS-SEZ** — MIDA, from 1 January 2025, applications open to 31 December 2034. Nine flagship
  zones, of which the MIDA package covers seven.
- **Forest City Special Financial Zone** — the **Securities Commission**, on eleven instruments
  gazetted 3 October 2025.

Identify the scheme before identifying the regulator. Each has its own article here.

## Two domains that do not resolve

Small, but they waste an afternoon each. **`ncia.gov.my` does not resolve** — the Northern Corridor
authority publishes at **`ncer.com.my`**. **`recoda.com.my` does not resolve** either; RECODA is at
**`recoda.gov.my`**. Any source still citing those addresses has not checked them.

## What's next

Work out which of the three questions you are actually asking. If it is *where will my tax bill be
lowest*, the corridor is close to irrelevant — go straight to MIDA and the NIF, because the
entitlement is national. If it is *who will help me land the project*, the corridor authority
matters and the answer is the facilitation body in the table above. If it is *what law applies to
my operations*, then Sabah and Sarawak are genuinely different jurisdictions for registration,
licensing, employment, immigration and land, and that is a much larger question than an incentive.
